DGII Updates the DTE System Catalogs in El Salvador

Update to the El Salvador DTE System catalogs published by the DGII.

The General Directorate of Internal Taxes (DGII) has published a new version of the catalogs used by the Electronic Tax Document (DTE) Transmission System in El Salvador. This update introduces changes that should be considered by businesses and technology providers to ensure the proper operation of their electronic invoicing processes.

The updated catalogs are available on the official Ministry of Finance Electronic Invoicing portal:
https://factura.gob.sv/

Keeping the El Salvador DTE system catalogs up to date is essential to prevent validation errors, rejected electronic documents, and potential disruptions to business operations.

Changes to the El Salvador DTE System Catalogs

Version 1.1 (07/2026) introduces several important updates compared to the previous release:

  • The version history has been updated to include Version 1.1.
  • Changes have been made to the CAT-013 Municipality
  • A new code has been added to the CAT-027 Fiscal Zone
  • A visual layout adjustment has been made to the CAT-028 Tax Regime catalog, with no functional changes.

Changes to CAT-013 Municipality

The DGII has swapped the values associated with the following municipality codes:

  • Code 10: changed from CABAÑAS WEST to CABAÑAS EAST.
  • Code 11: changed from CABAÑAS EAST to CABAÑAS WEST.

Organizations that perform automated validations should update these values to avoid inconsistencies when issuing Electronic Tax Documents (DTEs).

New Fiscal Zone in CAT-027

The following entry has been added:

  • Code 43 – Z.F. INHDELVA

This update has a significant functional impact. If an electronic invoicing solution does not recognize this new code, electronic documents using it may be rejected during the validation process.

For this reason, organizations are encouraged to review and update the El Salvador DTE system catalogs as soon as possible.

The updated catalogs can be downloaded directly from:

CAT-028 Tax Regime

No changes have been made to the catalog values. The only modification is a visual shift in the document layout resulting from the addition of the new record in the previous catalog.

What Is the Impact on Businesses?

Although some of these updates may appear minor, any discrepancy between the official catalogs and those used by an electronic invoicing solution may result in validation errors during DTE transmission.

To ensure compliance with current regulations, businesses should verify that their systems:

  • Include the new official codes.
  • Update municipality validation rules.
  • Synchronize with the catalogs published by the DGII.
  • Perform testing before issuing electronic documents using the updated values.

Keeping the El Salvador DTE system catalogs up to date helps reduce operational risks and ensures compliance with the requirements established by the tax authority.
