The Ministry of Finance of El Salvador has announced a new update to the Invoicing System and the Transmission System for Electronic Tax Documents (DTE). These changes impact both users of the free government-provided solution and companies using proprietary developments or third-party solutions integrated with Microsoft Dynamics 365 Business Central.
This new update introduces additional validations, new tax-related events, and technical modifications that companies should consider before the mandatory implementation date.
DTE Update in El Salvador: Key Changes for Businesses
The update aims to strengthen the electronic invoicing ecosystem by providing greater tax control over certain transactions. To achieve this, new information requirements have been introduced, DTE validations have been updated, and transmission and document control processes have been enhanced.
In addition, new electronic events have been incorporated to provide greater flexibility in managing specific tax-related operations.
New Definitions for Tax Dates
The regulation now clearly distinguishes between two key concepts:
- Generation Date or Event Date: The date on which the transaction takes place for accounting and tax reporting purposes.
- Transmission Date: The date on which the Tax Authority issues the Reception Seal.
This distinction will improve control and traceability of electronic transactions.
Changes to Transmission and Technical Structure
As part of the DTE update in El Salvador, the Ministry of Finance has introduced a new transmission method and established that the Generation Code must be created using the international UUID Version 4 standard.
The regulation also specifies that when certain fields do not apply to a taxpayer’s economic activity, those fields must be submitted with the value “null”.
More information is available on the official Ministry of Finance website:
New Events Introduced
Return Event
This event allows electronic invoices, export invoices, and excluded-subject documents to be modified without invalidating the original document.
Special Operations Event
This event was created to report authorized transactions carried out through Internal Control Receipts and Simplified Sales Invoices.
Changes to Invalidation and Validation Processes
The regulation also introduces significant changes to document invalidation procedures.
Going forward, it will be mandatory to provide recipients with:
- The DTE file.
- The graphical representation of the invalidation event.
Additionally, the deadlines for invalidating documents have been extended based on their generation and transmission dates.
Regarding validations, the allowed period for generating a DTE or event with a subsequent date has been increased from 1 day to 5 days, provided the applicable tax period is not exceeded.
Mandatory Implementation Dates
The DTE update in El Salvador will become mandatory on December 1, 2026.
The implementation scenarios are as follows:
- Users of the Free Invoicing System: The updates have already been implemented and are available in the production environment.
- Users of the Transmission System with their own solution: They may continue using version 1.2 until December 1, 2026.
