Export Electronic Invoicing in Argentina: What’s New in ARCA Manual Version 3.1.1

 

The Argentine Agency for Revenue and Customs Control (ARCA) has released the updated “Developer’s Manual for Export Electronic Invoicing V3.1.1”, aimed at taxpayers using the Export Electronic Invoicing (FEX) web service.

This new version is designed to optimize the management of electronic invoices and ensure a more secure and reliable invoicing process, reducing the risk of errors and rejections.

What’s new in version 3.1.1?

In Section 2.1.8 – “Other Observations/Rejections” of the FEXAuthorize method, a new rejection code related to the recipient’s CUIT has been added:

  • Code 21: The recipient’s CUIT is inactive because it was included in the query of fraudulent invoices.

This change allows taxpayers to accurately identify CUIT validation issues, making it easier to correct errors before submitting export electronic invoices.

Effective date and considerations

The updated technical document was published on August 30, 2025. Taxpayers do not need to make immediate changes, except in cases where it is necessary to address issues related to the new rejection code.
