The Dirección General Impositiva (DGI) of Uruguay has announced Version 18 of the Response Message Format for the Electronic Fiscal Receipt (CFE)—a key change for electronic issuers operating in the country.
What is the Response Message Format?
Each time an electronic issuer receives a CFE from an authorized provider, they are required to generate a response in the format defined by the DGI.
This response must indicate:
- The status of receipt of the submission.
- The acceptance or rejection of each document received.
- The annulment of CFEs rejected by the DGI.
In short, this message ensures clear communication between issuer and receiver regarding:
- Submitted reports.
- Electronic envelopes.
- Invoice queries.
- Annulment of rejected CFEs.
What changes with Version 18?
The main updates included in the technical document are:
- Table 4.3 – CFE Rejection: A new rejection reason has been added: E14 – “Irregularities detected.”
- Table 4.4 – CFC Observation: For exclusive use by the DGI, a new observation reason has been added: C14 – “Irregularities detected.”
When does it come into effect?
The new version will be available in all environments starting October 30, 2025
