In our previous article published on February 12, titled “Mandatory Update v25/v25.1: What CFE Issuers in Uruguay Must Do,” we analyzed the importance of the Production go-live of the CFE Format v25/v25.1.
With the updated documentation published by the DGI, the technical scope remains unchanged. However, the official timeline is now structured into two distinct milestones, and understanding the difference between them is key to avoiding operational risks.
What Changed in the Official Timeline?
The DGI indicated that:
- As of March 3, 2026, the CFE Format specification version 25.1 will be available in the Production environment, replacing previous versions.
- From that date, new fields and new values in existing fields may be received.
This means issuers must be technically prepared to receive, process, and report this information without disrupting their operational flow.
Subsequently:
- Starting April 15, 2026, new validations will begin to be formally enforced in:
- Zone F – Reference Information
- Zone K – Fiscal Complement
This is where the risk shifts from technical to operational.
Who Is Impacted by This Change?
This impacts all electronic issuers in Uruguay, especially when issuance depends on multiple components such as:
- ERP
- Electronic invoicing provider
- Integrations
- Validators
- Printed representation (when applicable)
In these scenarios, updating an XML file is not enough.
The real risk appears when:
- Data originates in one system.
- It is transformed in another.
- It is validated in a third.
If consistency is lost at any point in this chain, the issue will not be theoretical — it will result in incidents, reprocessing, or rejections.
Two Dates, Two Different Objectives
- March 3, 2026 – Technical Coexistence in Production
From this date, your operation must be able to work with the v25.1 specification active in Production.
In practical terms, this implies:
- Systems must not fail when encountering new fields or values.
- Information must flow correctly end-to-end.
- The entire process (generation, validation, submission, and downstream processing) must operate without disruption.
This phase is about technical compatibility.
- April 15, 2026 – Start of Formal Controls
From this date, DGI will begin actively enforcing new validations in specific zones of the format.
Once controls are activated, consistency is no longer just an internal matter — it carries real operational consequences:
- Observations
- Reprocessing
- Potential rejections
This is why the true operational risk deadline is April 15.
Zones Under Control
Zone F – References
This zone ensures coherence when issuing documents linked to a previous CFE (for example, adjustments or related notes).
If the reference information is incomplete or inconsistent, operational risk increases once controls begin.
Zone K – Fiscal Complement
If your operation uses Fiscal Complement, it will be necessary to review how this data is constructed and validated within the real issuance flow to ensure consistency before submission.
Once controls are active, any inconsistency may generate incidents.
What Should Be Prioritized Now?
The recommendation is to structure the work based on impact and timeline.
Before March 3 (Production)
- Identify all components involved in issuance.
- Confirm compatibility with v25.1.
- Validate the ability to process new fields and values without information loss.
Before April 15 (Controls)
- Implement internal pre-validation rules.
- Test representative operational scenarios.
- Pay special attention to documents with references.
- Review cases where Fiscal Complement applies.
CFE v25.1 is not just a technical update.
It is a timeline adjustment that redefines when operational risk materializes.
The difference between technical compliance and seamless operations will depend on the preparation carried out before formal controls begin.
